SDCA Signs FY 2025/2026 2nd Level Performance Contract to Strengthen Accountability and Policy Coordination

The Principal Secretary for the State Department for Cabinet Affairs, Dr. Idris Salim Dokota, PhD, CBS, signed the 2nd Level Performance Contract for the Financial Year 2025/2026, reaffirming the Department’s commitment to strengthening accountability and results-driven service delivery across Government. The signing forms part of the ongoing cascading of performance targets within the Public Service, a process designed to align institutional objectives with national priorities and measurable outcomes. 

The ceremony was presided over by the Chief of Staff and Head of the Public Service, Felix Koskei, E.G.H., who underscored the Government’s continued focus on enhancing efficiency, innovation, and responsiveness within State Departments. He noted that performance contracting remains a central pillar in entrenching a culture of accountability and continuous improvement in the Public Service. 

The signing of the Performance Contract (PC) marks an important milestone in aligning the strategic objectives of the State Department for Cabinet Affairs with Kenya’s broader development agenda. Through clearly defined targets and indicators, the Department will operationalize its mandate of coordinating Government business, facilitating Cabinet processes, and ensuring timely implementation and follow-up of Cabinet decisions across Ministries and State Departments. 

Operating under the Executive Office of the President (Kenya), the State Department for Cabinet Affairs plays a pivotal role in strengthening policy coordination at the highest level of Government. Its core functions include managing Cabinet memoranda, coordinating inter-ministerial consultations, and tracking the execution of Cabinet resolutions to ensure coherence and consistency in Government action. Through effective coordination mechanisms, the Department supports collective decision-making and ensures that policy initiatives are implemented in line with established priorities. By providing structured oversight and monitoring frameworks, it enhances transparency and fosters synergy among Ministries and agencies, thereby contributing to efficient governance. 

During the ceremony, emphasis was placed on innovation and strategic alignment. The Head of Public Service encouraged departments to ensure that their Performance Contracts reflect their core mandates and deliver tangible outcomes for citizens. He reiterated that performance contracting is not merely a compliance exercise, but a transformative management tool aimed at improving service delivery and institutional performance. For the FY 2025/2026 period, the State Department will prioritize strengthening the monitoring and evaluation of Cabinet decisions, improving turnaround times in processing Cabinet business, and enhancing coordination of cross-cutting Government programmes. These efforts are expected to streamline operations and reinforce evidence-based decision-making across Government. 

The signing of the 2nd Level Performance Contract signals the Department’s unwavering commitment to excellence, accountability, and collaborative governance. As it implements the agreed targets, the State Department for Cabinet Affairs will continue to work closely with Ministries and agencies to advance the Government’s development agenda and deliver meaningful impact to the people of Kenya.
